This is a list of everything that can roll on a piece in the neck slot. Higher item levels open stronger tiers, and rarity sets how many prefixes a piece can hold. T1 is the strongest tier and counts down from there. See Equipment#Item level for the rules and Tempering for working a piece. T2 is the top step anything rolls, and a drop and a craft both reach it. T1 is never rolled at all and comes written onto legendary gear when the piece is made.
Prefixes
Prefixes are the rolled power a piece carries. Triggered effects are prefixes too: they spend the same capacity as a stat roll, so a piece that fires an effect carries fewer plain numbers for it.

Suffixes
A piece holds one suffix at most. On gear that suffix is an item effect: a power written into the piece through tempering, shaped by the material that binds it and the strength of the work. Item effects are not a fixed list and no drop rolls one, so there is no pool here. What is fixed is how strong an effect a piece can hold, and how often it comes back.
